SINGAPORE - It used to see crowds of up to 20,000 only on weekends - but these days, it's the typical scene on weekdays.

Since the integrated resort on the island opened, Sentosa has seen a surge in visitors, hitting historical records on some days, and it has taken steps to cope with this happy problem.

Between February and April, the island received over 30 per cent more visitors than in the same period last year. And they aren't just making a beeline for Universal Studios Singapore or Resorts World Sentosa. Long-time attractions and house staples managed by Sentosa Leisure Group - like the Merlion and Images of Singapore - are enjoying renewed interest, drawing 26 per cent more visitors.

Sentosa attributed the swelling figures to the turnaround in the economy and said that within five years, it is projecting guest arrivals to more than double.

Mr Rajavarman M, assistant manager of admission operations, said: "On weekends, we are seeing a slightly bigger peak crowd that we only used to see during certain public holidays. And on Chinese New Year, we hit a near-100,000-strong crowd, which we have never seen before."

To manage the crowds, manpower and resources have been stepped up by as much as 50 per cent.

Mr Rajavarman said: "We have got queue management plans ... We study traffic patterns and increase the trains and buses accordingly." For instance, seven island buses used to run on weekdays; now it's 14. And on weekends, 21 buses ply the Sentosa roads.

CCTV cameras are used to track crowd sizes at the Sentosa Express train stations at Waterfront, Imbiah, Beach and Sentosa.

"On peak days, trains run at an average interval of three minutes, bringing 4,000 guests per hour per direction," said Mr Rajavarman.
Visitors are promised they will not have to wait for more than 15 minutes for a train.

SINGAPORE - Taxi driver Teo Eng Loo was driving along Scotts Road two weeks ago when he saw a tree on the road. It had fallen and hit a bus.

"It was rather big ... and it blocked two lanes, leaving just one lane passable to traffic," he told MediaCorp. "I didn't see any passengers, but the bus driver was standing by the side of the road looking at the damage."

It was not raining at the time (just before 5pm), Mr Teo said.

The week before, contractor Ho Chye Kiat had called up the MediaCorp Hotline about a tree that had fallen onto a taxi and a lorry on Woodlands Road at around 4.50pm. It had brought traffic to a standstill.

"It was raining heavily, and that could have caused the tree to fall," said Mr Ho, who added that the impact damaged the taxi's roof. According to the police, the taxi driver and his passenger were injured and sent to Tan Tock Seng Hospital.

Since March, about 10 people have called the MediaCorp Hotline to report on trees falling on buses, taxis and cars, raising the question of how safe roads are from falling trees.

According to the National Parks Board, (NParks), Singapore's 1 million or so trees in parks, nature reserves and along road verges are generally healthy, and tended to by more than 100 certified arborists,

"Incidences of broken branches or fallen trees were mainly due to adverse weather conditions rather than poor health or tree rot," said NParks streetscape director Simon Longman.

In the last five years, the average annual incidence of fallen trees or branches has gone down about 62 per cent from some 3,000 cases recorded in 2000.

Although "wind-storm events are fairly rare", Singapore Arboriculture Society president Rick Thomas said that "high wind-forces" - when they occur - can be potentially destructive to trees.

Brittle-wood trees such as the angsana have a "higher probability of failure" than those with harder or stronger wood such as the tembusu. However, "break-out" failures can be avoided through regular tree inspections, he said.

Trees along major roads or in parks are inspected at least once in 18 months to ensure that they are "safe and stable under normal weather conditions", NParks told MediaCorp.

All trees under their maintenance are pruned regularly to remove dead, dying and defective branches. "Crown reduction" to reduce the size and height of a tree is also carried out.

Trees that are vulnerable during rainstorms - such as the albizia, a fast-growing soft wood tree - are also replaced with stronger species.

These were some recommendations by the Urban Redevelopment Authority's (URA) focus group on "Quality of life and ageing" at its public forum yesterday, as part of the Concept Plan 2011 consultation. The plan maps the directions for Singapore's land use and transportation plans over the next 40 to 50 years.

To ensure Singapore's distinctiveness, the focus group - co-chaired by National Arts Council chairman Edmund Cheng and National University of Singapore president Tan Chorh Chuan - suggested creating more iconic spaces such as Marina Bay and making the city centre "buzzy".For example, this could be done by closing streets in the business district on weekends and public holidays for community events.

Professor Tan told reporters that making Singapore "more interesting, more vibrant" than other cities includes increasing the live-in population "so that the city is alive at all times of the year at different times of the day, and not sort of busy during work hours and quite deserted in the evenings".

Like URA's other focus group on sustainability and identity, which released its draft recommendations on Friday, the importance of enhancing the public transport experience and encouraging cycling was also cited.

Yesterday's group also called for the Government to retain some empty plots of land for future development and give the community greater say on how to use such spaces in the interim.

A "lighter touch" in distinctive districts such as Bras Basah, Bugis and Little India, so they can evolve organically, is the way to go, said the group. Urban planners could even involve non-government organisations in "place management and programming".

But she felt the Singapore Sling - poured from a plastic container into the glass - at the Long Bar was "disappointing". "For the price you pay, you want them to shake it and make it in front of you," she said. But the hotel is still "a beautiful place just to wander".

The quality of the hotel's famous cocktail - which costs $29.45 - came up for debate when British tourist Joanna Hoare, who first visited Raffles Hotel in 1964, wrote to the press two weeks ago to recount her experience there.

She was served a Singapore Sling that tasted like "cheap fruit cocktail", and at the Raffles Grill, she and her friend were not quoted the cost of wine served them. As she was leaving the fine dining outlet, she had her shawl - accidentally left behind - shoved at her by a staff member.

Speaking to MediaCorp from England, Mrs Hoare, 82, said she would not visit the hotel on her next trip here.
"It's such a shame, because (Singapore) is a lovely city," she said.

Another letter writer, Dr Peter Hardstone, said that at the end of his meal at Raffles Grill, the hotel offered "a large pink candy floss more in keeping with the fun fair at Coney Island in New York" than a five-star hotel.

But Australian company director David Rogers told MediaCorp service has remained "immaculate" over the years.
He and his wife have been to Singapore 10 times in two decades and dined at the Tiffin Room and Long Bar. "I don't go for the service; I go for the ambience," he said.

Most of the Singaporeans MediaCorp spoke to at the hotel felt that service had deteriorated. Service has got more "harried and flustered", said public relations agency owner Katrina Karim,

The first time she dined there in 1999, she thought, "Wow, this is so awesome." When she returned to Raffles Grill about five years ago, she found the service "dismal".

Raffles Hotel, currently owned by Fairmont Raffles but to be bought over by a Qatari sovereign wealth fund, declined to comment when approached by MediaCorp.

Who owns the hotel does not matter to consumers, said Assistant Professor Marcus Lee, academic director of the Singapore Management University's Institute of Service Excellence.

But if experiences such as Ms Hoare's happen "enough times", the impact would be felt on the Singapore brand, given the hotel's National Monument status, he said.

Companies should address specific complaints they receive and investigate if an incident is an anomaly or a systemic issue. Written complaints are seldom submitted at whim.

"I think it's easy for everyone to forget that it's actually very effortful ... to submit written copy. It's not just pulling a waiter (aside) and then blabbing," said Asst Prof Lee.

SINGAPORE : Recommendations of the The Concept Plan 2011 Focus Group on "Quality of Life and Ageing" include an intra-city shuttle bus network and a hire-and-ride bicycle scheme.
The focus group has also recommended, among other things, a menu of senior-friendly fixtures for residents to retrofit their existing homes.The recommendations are aimed at making Singapore a more liveable and lively city, which is inspiring and vibrant.

One way, the group said, is to improve public transport - for example by renting out bicycles.

Professor Tan Chorh Chuan, co-chairman of the focus group and President, National University of Singapore, said: "The idea was to create more cycling paths as well as make it more convenient for people to cycle.

"The idea is that if you could take up a bicycle at one place, leave it off at another place and maybe with facilities to clean up after that, that might promote cycling within hot and humid Singapore."

The focus group is one of two focus groups appointed by the Urban Redevelopment Authority as part of the Concept Plan 2011 review public consultation exercise to discuss four key issues - Quality of Life, Ageing, Sustainability and Identity.

Sentosa sees surge of 30% in visitors with record numbers on some days

SINGAPORE: Sentosa is seeing a surge in visitors. From February to April this year, it had an increase of over 30 per cent in visitors compared with the same period last year.

It also had record numbers on certain days. Sentosa is riding on new attractions such as Universal Studios Singapore and Resorts World Sentosa. Longtime attractions and house staples managed by Sentosa Leisure Group like the Merlion and the Images of Singapore are enjoying renewed interest, drawing 26 per cent more visitors between February and April.
One visitor said: "It is a very nice place to visit because it is almost complete all the entertainment"
Sentosa said the good performance can also be attributed to the turnaround in the economy and it said that within the next five years, it's projecting guest arrivals to more than double than the current six million visitors it's seeing in the past two years.

A crowd size of up to 20,000 was previously seen on only a weekend but it's now typical on a weekday.
Rajavarman M, assistant manager, Admission Operations, Operations and Retail Division, said: "During a weekday, we see a weekend crowd before RWS has opened and on a weekend we are seeing a slightly more peak crowd that we used to see during certain public holidays. And during our current public holidays, we see an almost super peak crowd, like during Chinese New Year - we almost hit a 100,000 crowd which we have never seen before".

Manpower and resources have been stepped up by up to 50 per cent to manage the crowds.
Mr Rajavarman added: "We have got queue management plans and increased our trains. We see and study the traffic patterns and we increase the trains and buses accordingly like on a weekday.

"We have seven buses running last time but now we have got 14 buses. On a weekend, we increase to 21 buses. For the deployment for manpower and all that, we increase by 50 per cent."

CCTV cameras are used to track crowd sizes at train stations Waterfront, Imbiah, Beach and Sentosa.
Mr Rajavarman said: "We have a person in place during peak times who are studying the entire crowd flow using a CCTV.
"The person who's looking at the CCTV will determine where we need to load half train and full train. We have to manage between the four stations.

"On peak days trains run at an average interval of 3 minutes bringing 4,000 guests per hour per direction."
The average waiting time for the train is about 15 minutes. Tram services may come to halt to free up the roads around the island.
There'll also be signs on the expected waiting times.

An LCD screen at Beach Station carpark shows the traffic situation at Sentosa Gateway and the Telok Blangah junction during peak periods to help motorists and visitors avoid the jams.
Sentosa also deploys Auxiliary Police Officers (APOs) to manage traffic build-up at various points at the areas.
Sentosa is also working with partners like St James Power Station to improve traffic conditions like staggering the timings of key events.

The Sentosa Boardwalk is expected completed end of this year or early next year.
Guests will be able to access Sentosa and Resorts World Sentosa using the covered travellators. The upcpming newly-refurbished Cable Car will also serve to be another transport mode to get into the island. - CNA/vm

Hundreds of stranded travellers forced to seek accommodation outside S'pore

SINGAPORE: Hundreds of Europe-bound travellers who are stranded in Singapore have been forced to seek alternative accommodation across the Causeway and in other nearby countries.

Adding to the hotel room crunch, some inbound tour operators said it's getting harder to find hotel stays at reasonable rates. One inbound tour operator in Singapore has been helping some 1,000 customers find lodging as they wait for flights to Europe to resume. Most of the stranded travellers are from the UK, France and Germany, visiting Singapore on free-and-easy tours. But the lack of hotel rooms in Singapore is making things even tougher.

Judy Lum, group vice-president, Sales & Marketing, Tour East, said: "We had to either try and accommodate them in Malaysia, in Johor or Batam or Bintan Island. So we have contacted hotels in all these areas and over the weekend, I think we have bused over 800 passengers to Johor."
Tour operators said it's also difficult to secure rooms at decent rates.

Ms Lim added: "Some who managed to extend at the hotels that they are staying in came to us and gave us feedback that the hotels are charging them very high rates. International chains are a bit more compassionate."
Other inbound tour operators said that they were similarly affected. One of them described the situation as a "logistical nightmare" while another said that he had to stay up till 3am to find a solution for the stranded passengers.

Adrian Wong, destination manager for Singapore & Bintan, Pacific World Singapore, said: "A group of travellers from France were made to switch three hotels before they could settle on a suitable one. Others were forced to relocate to another hotel because the rate in their current hotel were far too expensive."

Some of the inbound operators said it will take some time to clear the backlog of travellers as more flights resume.
Others said that some stranded passengers have also opted to extend their holidays to nearby destinations such as Bintan while waiting for a flight confirmation.

But the incident is likely to have a small impact on their business as it's not the peak season for long haul travel to Singapore.
Some tour groups from Europe may have been cancelled but they said this is compensated by having those who extended their stay here.
The Singapore Tourism Board said it's closely monitoring the situation.
It said it is still too early to tell how the disruption of air travel will impact Singapore's tourist arrival figures for the second quarter this year. - CNA/vm

Singapore Joins Outcry at Indonesian Tourist Visa Changes

A senior immigration department official said on Sunday that it would re-evaluate the government's decision in January to scrap the one-week tourist visa, following an outcry by foreign tour agents who market packages for Batam and Bintan islands.

On January 25, the Ministry of Justice and Human Rights announced that the $10 visa on arrival for foreigners staying in Indonesia for a week or less would no longer be issued, and immigration officials would only issue a 30-day visa for $25.

But the issue has sparked such controversy in Singapore that on Sunday the Straits Times reported it was causing panic among travel agents there, and in Taiwan, who had already sold short-stay packages to Batam and Bintan islands in Riau and would have to pay the difference in price out of their own pockets.

"We've heard [a rumor] about a contract between Riau Governor [Ismeth Abdullah] and Singapore to pay only $10 for a visa on arrival, but this is a national policy and other areas such as Bali and Manado don't seem to be bothered with this," said Maroloan Barimbing, spokesman for the Justice Ministry's Directorate General of Immigration.

"They even consider it to be a great opportunity for tourists to explore more sites in the country."

Maroloan said the Directorate General for Immigration would now spend up to three months comparing arrival figures in Batam and Bintan for Singaporeans visiting Indonesia, expatriates working in Singapore coming to visit and foreign tourists stopping by for one or two days before continuing on to Singapore.

He said one solution for frequent visitors would be to buy a $100 multiple-entry tourist visa, which is already available.

Asad Shiraz, director of marketing for Bintan Resorts, who is based in Singapore, told the Straits Times that last year 90 percent of its 410,000 guests stayed less than a week and used the $10 visa.

Andrew Dixon, an owner of the Niko Island Resort off Bintan, told the Straits Times that many foreign visitors to Riau Islands only went there for a day to play golf. "It will increase the cost of a visit for a family of four by $60," he said. "The weekend travel market is already price sensitive as it competes with Malaysia.

The Justice Ministry claimed scrapping the 7-day visa would encourage tourists to stay longer and curb graft among immigration officials who were issuing 7-day visas when asked for 30-day visas and pocketing the difference.

But tourism analysts decried the move, saying it would hurt visitor numbers, and even the Ministry of Culture and Tourism took the unusual step of publicly saying it would try to make immigration officials reconsider.

On Sunday, however, Surya Dharma, a Tourism Ministry spokesman, took a softer line, calling the reaction from tour operators and the Riau Islands government a "temporary shock."

"This is a national policy, but, if we're losing tourists from this policy, then the government will try to find a solution to work it out," he said, "either reviewing the policy or making additional policies."

But the Straits Times quoted an immigration official as saying that any reversion to 7-day visas would be only for up to a few months to ease the shock of their withdrawal.

Batavia Air launches Singapore-Pontianak route

JAKARTA: Private airline Batavia Air began Thursday a new route linking Singapore and Pontianak in West Kalimantan.

The airline operates the route with an Airbus A319, spokesman Eddy Haryanto said in a statement. Batavia Air flight 7P-872 leaves Singapore at 10:35 a.m. local time (9:35 a.m. Jakarta time) and arrives at 11:00 a.m. The aircraft returns to Singapore at 1:25 p.m.

The service is available Tuesdays, Thursdays and Sundays. "We are the first and only airline to serve the Singapore-Pontianak route," Eddy said in the statement.

He said that previously passengers would have to transit in Batam. - JP

Batam hopeful about tourist overflow from Singapore casino

Batam tour operators in Riau Islands province are optimistic that the presence of a new casino at Singapore's Resort World Sentosa will boost the province's tourism sector.

Taman Megawisata Ocarina director Dewi Koriati said that tour operators on the island should be able to draw casino visitors' attention to Batam, given its proximity of only one hour ferry trip.

Batam, she said, could serve as an alternative place for the tourists visiting the neighboring city state.
"The newly opened casino does not have to negatively affect Batam's tourism industry," she told The Jakarta Post.

"The potential is quite substantial and we must capitalize on this together."

Dewi said that tour industry players in Batam and the government should see that the casino in Singapore could benefit Batam's tourism industry.

"We must be on the ball. Tour operators in Riau Islands in general and Batam in particular could work together to conduct promotional campaigns in Singapore to inform prospective visitors so they would eventually visit Batam."

In the eyes of tourists, she said that Batam was famous for its various attractions.

Dewi said the island was popular for its culinary tours, natural and historical expeditions and different places of worship, which were particularly sought after among visiting foreign and local tourists.

"Tourists will not come from the casino to Batam just like that. We must lead them here."

Most of the 1.5 million tourists visiting Riau Islands province annually come from Singapore and
Malaysia.

Only a small number of tourists are from Korea, Japan, Taiwan and India.

Senior member of the Batam chapter Indonesian Hotel and Restaurant Owners Association, Anas, said the Resort World Sentosa tourist center and casino, which opened on Feb. 14 had yet to significantly impact on the tourism industry in Batam and other areas in Riau Islands.

However, Anas predicted that in the next two years, the place would become one of the main factors to boost Batam's tourism industry.

"The proximity with Singapore will bring positive impacts to us.

We hope the tourists from Singapore will also visit Batam," said Anas, who also owns Novotel Batam hotel.

"The present tourist arrivals rate to Batam has further dropped from year to year. We are concerned by the matter."

Anas said the tourism industry had failed to improve significantly due to weak management by the local administration in maintaining a high-class tourism image.

He said the local administration has so far not been selective in issuing tourism permits, such as allowing hotels to be set up in shop-houses.

"A well-off foreign tourist would not stay in a hotel if it was not exclusive and professionally run,"
Anas said.

"We must improve the tourism industry because there are a lot of opportunities but they have eluded us just like that."

Most of the 1.5 million tourists visiting Riau Islands province annually come from Singapore and

Singapore has been rated as the most business-friendly economy in the world, with thousands of foreign expatriates working in multi-national corporations. Singapore is also considered to be one of the top centres of finance in the world and throughout the region. In addition to this, the city-state also employs tens of thousands of foreign blue-collared workers around the world

History of Singapore
According to legend, Srivijaya prince Sang Nila Utama landed on the island in the 13th century and, catching sight of a strange creature that he thought was a lion, decided to found a new city he called Singapura, Sanskrit for Lion City.

More historical records indicate that the island was settled at least two centuries earlier and was known as Temasek, Javanese for "Sea Town". However, Sumatran Srivijaya fell around 1400 and Temasek, battered by the feuding kingdoms of Siam and the Javanese Majapahit, fell into obscurity.

The story of Singapore as we know it today thus began in 1819, when Sir Thomas Stamford Raffles made a deal with a claimant to the throne of the sultan of Johor: the British would support his claim in exchange for the right to set up a trading post on the island.

Well-placed at the entrance to the Straits of Malacca, straddling the trade routes between China, India, Europe, and Australia, Raffles' masterstroke was to declare Singapore a free port, with no duties charged on trade.

As traders flocked to escape onerous Dutch taxes, the trading post soon grew into one of Asia's busiest, drawing people from far and wide.

Along with Penang and Malacca, Singapore became one of the Straits Settlements and a jewel in the British colonial crown, and its economic fortunes received a further boost when palm oil and rubber from neighboring Malaya were processed and shipped out via Singapore.

In 1867, Singapore was formally split off from British India and made into a directly ruled Crown Colony.

When World War II broke out, Fortress Singapore was seen as a formidable British base, with massive naval fortifications guarding against assault by sea. However, not only did the fortress lack a fleet as most ships were tied up in other theaters of war, but the Japanese wisely chose to invade landward from Malaya instead.

The British were woefully under prepared on the landward side and on February 15, 1942, with supplies critically low after less than a week of fighting, Singapore ignominiously surrendered and the colony's erstwhile rulers were packed off to Changi Prison.

Tens of thousands perished in the subsequent brutal occupation, and the return of the British in 1945 was less than triumphal — it was clear that their time was up.

Granted self-rule in 1955, Singapore briefly joined Malaysia in 1963 when the British left, but was expelled because the Chinese-majority city was seen as a threat to Malay dominance, and the island became independent on 9 August 1965.

Thereafter commenced Singapore's struggle to survive and prosper on its own. It also had to create a sense of national identity and consciousness among a disparate population of immigrants. Singapore's strategy for survival and development was essentially to take advantage of its strategic location and the favorable world economy.

A massive industrialization program was launched with the extension of the Jurong industrial estate and the creation of smaller estates in Kallang Park, Tanjong Rhu, Redhill, Tiong Bahru and Tanglin Halt. The Employment Act and the Industrial Relations (Amendment) Act were passed in 1968 to promote industrial peace and discipline among the workforce.

Singapore Weather & Climate
Singapore located a mere 1.5 degrees north of the Equator, the weather is usually sunny with no distinct seasons.

Rain falls almost daily throughout the year, usually in sudden, heavy showers that rarely last longer than an hour. However, most rainfall occurs during the northeast monsoon (November to January), occasionally featuring lengthy spells of continuous rain.

Spectacular thunderstorms can occur throughout the year, normally in the afternoons, so it's wise to carry a umbrella at all times, both as a shade from the sun or cover from the rain.

The high temperature and humidity, combined with the lack of wind and the fact that temperatures stay high during the night, can take its toll on visitors from colder parts of the world.

Bear in mind that spending more than about one hour outdoors can be very exhausting, especially if combined with moderate exercise. Singaporeans themselves shun the heat, and for a good reason. Many live in air-conditioned flats, work in air-conditioned offices, take the air-conditioned metro to air-conditioned shopping malls connected to each other by underground tunnels where they shop, eat, and exercise in air-conditioned fitness clubs. Follow their example if you want to avoid discomfort.

Singapore's population of almost four million comprises 77% Chinese, 14% Malays, 8% Indians and 1% Eurasians and people of other descent.

Local Etiquette;

Dressing - Dress appropriately when visiting temples and mosques.
